The inspection is only as neutral as the person paying for it.
Short answer: a dealer inspection is done by the seller, for the seller — it exists to support the sale. An independent pre-purchase inspection is done by a third party who works only for you, the buyer. Both have a place, but they answer different questions. The dealer check asks 'is this car sellable?'; an independent inspection asks 'should THIS buyer pay THIS price for THIS car?'
When a UAE dealership advertises a car as 'inspected' or 'certified', that check was typically done by their own workshop or a partner garage. It usually covers registration passing requirements, obvious mechanical faults, and cosmetic preparation. It rarely includes paint thickness measurement across every panel, and the results are almost never handed to you as a full written report.

The 'certified pre-owned' catch: CPO programs from official brand dealers are the most trustworthy seller-side checks, and the warranty has real value. But even there, the inspection standard is set by the party profiting from the sale. Certified does not mean accident-free — it means it passed their checklist.
Across more than 1,200 completed inspections in the UAE, around 38% of used cars we check have at least one repainted panel, and roughly 1 in 5 has a mechanical issue the seller did not mention. If you are buying a nearly-new car from an official brand dealership with a full CPO warranty, and the price already reflects that premium, the dealer's certification plus the manufacturer warranty may genuinely be enough protection. The risk calculus changes completely for independent dealerships, older cars, and any private sale — there, an independent inspection is the only neutral evidence you will get.
It is not either/or. Let the dealer run their process — then bring your own inspector before signing. If the two reports agree, you buy with confidence. If they differ, you have just learned what the dealer check did not tell you, usually along with a few thousand dirhams of negotiating room.
